Parish Council – Twenty members of the public attended the November meeting. They were told there are still two vacancies on the council and there have been no applications for the post of parish clerk.
Cllr Snelgrove suggested a bus shelter should be built somewhere along the road on the route towards Hunstanton, possibly at The Grapes bus stop. Mid Anglia GP Accident Service has asked the council to consider a donation to their services, which include attending road traffic accidents in the middle of the night.
It was agreed to seek more information before making a decision.
Councillors agreed to close the Market Square on Wednesday, December 12, for the Christmas market. The main road through the village will also need to be closed for the evening.
The council is trying to resolve the serious drainage problems in the village, and councillors are asked to give feedback to forthcoming meetings.
The worst areas are on the main road near the Methodist Chapel, Station Road and Alma Road.
Donations for the memorial bench for Dr Campbell amount to around £290 and it was suggested that a bench could be placed on the grass bank in front of St Mary’s Church.
It was not known who actually owns the land, but efforts will be made to find out and to see if permission would be granted to place a bench there.
Capital projects suggested at the moment include the Newbridge area around the bench, which has been done free of charge, and the refurbishment of Market Square which may cost in the region of £15,000 to £20,000. The requested additional bus shelter by The Grapes, would also cost around £4,000. These items will be discussed further at future meetings
There are four waste bins to be purchased at a cost of £600. The cutting of the grass along Lodge Walk and Newbridge may be stopped due to dog waste, which is likely to damage the blades of the machine.
Members agreed that as there is a severe rat problem on Goose Green Road due to people feeding the ducks, a sign should be put up asking them to stop the feeding.

Bingo – A bingo and club draw was held in the Memorial Hall for hall funds.
Winners, who each received £10, were V. Perry, D. Bunkall, D. Press, the Lewis family and K. Johnson.
Helpers were T. Chilvers, D. Wright, B. Kent, R. Bridges and R. Storf. Peter Perry drew the numbers and the caller was Fay.
Church bingo – Bingo held in the Memorial Hall raised £208 for church funds.
The money will go towards a new toilet for the church and more donations would be welcome. Helpers were T. Chilvers, J. Miller, D. Wright, R. Storf and A. Yeoman and Addy. Caller was D. Bunkall.

Parish Council – At the October meeting members were told that, because of lack of interest, Speedwatch would no longer be taking place in the village. They also heard that there had been a number of complaints about straw on the roads but it was also noted that a sweeper was seen in the village the previous week.
It was agreed that the hedge at the front of the play area needs cutting and it also needs doing around the edge of the playing field.
There was a list of work for the next Highways Rangers visit including overhanging trees, clearance of the Ely Row dyke and grass that needs cutting. Members have been asked to think about a suitable location for a new village seat and the clerk will find out about the cost.
One member said trees are available for the parish from Natural England and members discussed possible sites.
The clerk said she had received a phone call about the missing school sign which has been reported.
Members also discussed speed limit signs which have been put on wheelie bins at Tilney All Saints and it was agreed the clerk should find out more about these.
Advent service – Members of the Methodist Church attended the service at Trinity Methodists at Wisbech.
The service was conducted by Mrs Eileen Hannah, of Wisbech with members of the Fens Circuit taking part. Organist was Pauline Beeken and the collection of £132 will be shared between Mission in Britain and the District Methodist Women in Britain funds.
Women’s Circle – Twenty-three members met in the Methodist Church Hall. Guest speaker was Mrs Ann Purt who gave a demonstration of flower arranging and created displays suitable for Christmas.

Scouts – At a meeting of the 1st Terrington Scout Group Mr Kim Smith, district commissioner for North West Norfolk scouts, made the following service presentations at the Scout Hall: Mrs Donna Brown, assistant cub leader, five-year service warrant; Terry Woodhouse, 40 years service to scouting as a member, assistant leader, cub leader and group treasurer; Tony Lawrence, 50 years service to scouting starting in his home in Yorkshire as a youth member, committee member for 1st Terrington and service to North West Norfolk District scouting

Jephson Hall – The sum of £500.17 was raised for the local Macmillan funds at a coffee morning held at the Jephson Hall.
It was organised by Mrs Pat Bishop and helpers including members of the Women’s institute who thank everyone who supported the event.
The Christmas party at the hall was attended by 48 local children. Disco music entertainment was provided by Music 4 You DJ Michael Warner including games.
Members of the Jephson hall committee provided a hot tea The party was concluded with a visit from Father Christmas who brought along gifts for all the children.
The Jephson hall 100 club December draw winners were: 1 Mrs Pat Bishop (£25), 2 Nick Archer (£15), 3 Tony Piercy (£10), £5 each to Ann Carnell, Carole Pickett and Marjorie Chivers.
Parish Council – Mrs Christine Chapman sent a letter of resignation and it was agreed to issue a letter of thanks to her for her lengthy service with the parish council.
After advertising the vacancy there have been no proposals and it now lies with the parish council to nominate a successor to Mrs Chapman. Anyone interested is asked to contact a councillor.
After complaints about the condition of the former Woolpack public house, owners of the site have put up a fence along the front of the land making car parking in the area unusable by parishioners. Discussions have now taken place between the parish council, school governors and the owner of the Woolpack site who was able to suggest some concessions which would help to alleviate long term car parking issues at the school.
While no firm decision has been reached the parish council has indicated support in principal for renewed planning application going forward to make use of the now derelict site. Part of further negotiations will include a more acceptable interim arrangement with the car park at the front although this has yet to be discussed in any detail.
Meanwhile in a separate pre-planning discussion a further offer of permanent off-road parking has come as part of a package to be discussed at the next council meeting regarding the now empty onion factory site. This proposal involves a housing development and the donation of a village playing field.
The parish council will receive notification at its next meeting that the boundary review has now taken place and agreement has been reached that the parish boundary will move eastwards along Sutton Road to include White Rose House, Henley Lodge Westmond, Rose Croft and Plumbs Farm.
It will be effective from April 1, 2013. This process has taken 13 years, mainly through changes in the system of boundary changes which were dealt with by central government, but are now the responsibility of the borough council.
Members noted that the borough has moved quite swiftly over this taking only about a year.

Parish Council – At the meeting on November 21 Cllr Nicholas-Letch advised councillors that he had discussed the possibility of a quiet area near the Garden of Remembrance. He said he would take photos and present a design and costings as soon as possible.
Cllr Mrs Clements proposed that Cllr Ryves be replaced by Cllr Nicholas-Letch on the Cemetery Committee. This was seconded by Cllr Mrs Leamon and agreed.
Cllr McCarthy felt the Remembrance Sunday event was fairly well attended by approximately 40 to 50 people which was slightly less than last year. Cllr Mrs Clements laid the wreath and she also made a poppy posy which was laid on the war grave in The Cemetery.
The clerk and two parish councillors had attended a meeting earlier in the month, which set out the refuse collection changes to take place in April 2013.
All households should by now have received a leaflet from the borough council setting out these changes.
The borough is still investigating the possibility of more items which would be suitable for recycling and it is hoped this will be completed within a couple of years.
A letter had been received from the granddaughters of a parish councillor offering to purchase a Christmas tree for the village and requesting that it be a Tree of Life to celebrate the lives of nearest and dearest.
Any monies raised from the purchase of cards would be shared between two charities, the Air Ambulance and one in the village. Cllr Nicholas-Letch said he had been able to obtain a tree similar in size to last year costing £30.
In an update on the children’s play area, Cllr Bivon advised that there are grants available for providing play equipment etc, and while it is too late to submit an application for the first round, the second round applications need to be submitted in January.
NCC require estimates for equipment required and also a children’s survey. Cllr Mrs Leamon has various catalogues and will meet children to find out what they would like. Cllr Bivon suggested the parish council look to see if funds can be made available in the budget for help with maintenance of equipment.
Under planning matters, the council approved an application for fitting of Juliet balconies to three first floor windows at 2 Mill Houses Boughton Road.
The next meeting will be on Wednesday, December 19, at 7.30pm.
LYNN
King’s Lynn Music Society –In spite of rain and wind on the night of the Music Society’s November meeting, there was a fair turnout for a performance by Jack Davies’ Flea Circus.
The choice of “tunes” was so good and varied enough to please all.
The titles alone were interesting and several composed by the talented leader. During the first half “All the night’s Adventures”, “3 Miniatures” and “I never saw a star so bright” by Davies with “Paso Del Fuego” by Gus Viseur and the 1st movement from “Sonata for Trumpet, Horn and Trombone” by Francis Poulenc arranged for the band’s instruments which, in combination, made for agreeable melody.
During the second part of the evening “Zapushalka” by Davies followed by “Sehr Gesangvoll” from Symphony No 1, Movement 4 by Gustav Mahler and “I’m a fool to Want You” (Herron/Sinatra/Wolf) then “Counting Foxes” another of Davies compositions, “The Angel of Death” by Hank Williams and “Tresses” by Davies.
It was such a varied programme and, more came in an encore with “The Road, The Sky, The Moon” by Chris Batchelor.
ASHILL

Parish Council – Highways information reported at the November meeting included the news that the surface of the pavement in Church Street will be repaired shortly, along with the entrance to the Community Centre. The clerk was asked to write to appeal against the decision not to provide a salt bin for Dunnetts Close.
Chairman Richard Leighton is to try to organise a working party of volunteers to help with the installation of the swings at the play area.
The 60 trees obtained to mark The Queen’s Diamond Jubilee have now been planted and the chairman expressed his thanks to all the volunteers who helped.
On behalf of the Wayland Partnership, Marcia Forsyth reported that a Christmas exhibition was to take place in December and that maths and English courses will be held in the New Year.
The police report showed there was one non-dwelling burglary in the village in October. It was suggested that perhaps the police would hold their street briefings at the monthly coffee mornings in the Community Centre.
Trees for the hedging at the burial ground will be ordered and planted shortly. Four allotments are vacant and available for rent and all other rents have now been paid for 2013.
Speedwatch is now carried out on a regular basis and it was felt it is having the desired effect of slowing down traffic through the village.
Following a request from the gardening club it was agreed to pay for replanting the tubs next year up to £50. It was suggested that perhaps the Gardening Club would like to come back to the Ashill Community Centre for half their meetings instead of holding them all in Holme Hale. A letter had been received from the Post Office stating they had not as yet found anyone to run a post office in Ashill.
The meeting was told an enforcement notice to leave the site behind the old garage in Swaffham Road has been issued. Two applications at The Limes and Cressingham Road had been turned down by Breckland Council. Following lengthy discussion it was agreed to keep the parish precept unchanged for 2013.
Under any other business on the agenda it was agreed to look into funding for fencing for the new play equipment. The hedge along the Watton Road side of the allotments will be cut. Parishioners are to be asked not leave anything other than bottles and textiles at the bottle bank at the Community Centre.
