Do we pay overtime to patrol parking areas?

I was stunned to see boards up in Tuesday Market Place and other car parks announcing 24- hour parking in Lynn.
Not even in Central London do they charge overnight parking.

Do we now pay parking attendants overtime to patrol the streets at night.

Surely this is another waste of public money.
