A report due to go before a special meeting of North Norfolk District Council cabinet on Tuesday says each year a significant number of film companies inquire about using the council's assets as locations, particularly beaches and Cromer pier and promenade.

Mainstream films are among those who have used locations.

For example, Holkham estate village has been used as a location for films and TV dramas including Shakespeare in Love, starring Gwyneth Paltrow, and All The King's Men, starring David Jason and Maggie Smith. The Duchess was filmed at Holkham Hall.

The council currently has no policy covering charging for the use of its facilities, says the report, suggesting a scale could bring in up to £10,000 a year.

It is suggested this should be introduced as a fixed point of responsibility for arranging filming and photography contracts which would provide a "greater level of control over the use of local assets as filming locations, as well as provide extra income".

It is suggesting film companies are charged £500 for day or £80 an hour for TV drama, advertisements and feature films, with £300 a day, or £50 an hour, for documentaries and charities.

A spokesman for screen agency Screen East welcomed the North Norfolk District Council move.

Filming in an area was going to have an impact, she said.
