West Norfolk councillors paid tribute to the Earl of Leicester at their meeting on Thursday.

A minute’s silence was observed at the start of the first regular full council meeting since his death in April, aged 78.

Lord Leicester served as a councillor between 1973 and 1991, including five years as its leader.
