There are more chances for the incinerator to supply heat and power to neighbouring firms than solely to Palm Paper, developers claim.

The question of whether the plant could supply energy and steam to the nearby paper mill has been a central issue in the early stages of the public inquiry.

Cory Environmental director of planning John Boldon told the hearing: “It’s a big opportunity, but not the sole opportunity.”

He said other chances to supply energy would become available through future developments nearby, such as in the Nar Ouse Regeneration Area (NORA).

And he admitted that the incinerator would not be able to supply all of Palm’s energy needs.

But he repeated the assertion made in Cory Wheelabrator’s opening statement that Palm Paper had not ruled out taking energy from the incinerator when he gave evidence.

He argued that none of the company’s statements suggested managers were doing anything other than keeping all their options open.

He suggested the firm, who last week insisted it was pressing ahead with its own plans for a combined cycle gas turbine in response to the counter-claims made at the inquiry, was putting itself in a “very strong negotiating position”.

“They’re looking for a 
secure energy source and, to be absolutely frank, the cheapest they can get,” he said.

The potential proximity of energy users has been cited as a key plank of the case for the incinerator to go ahead.

And Mr Boldon told the hearing the site was ideal, warning: “If the planning application were to be refused it would mean that NCC would have to embark upon another lengthy procurement process with resultant delays and increased costs.”

He said a delay of six or seven years if the application was turned down was “wholly realistic.”
