Tilney St Lawrence parish council: Two new councillors

There were four applicants for the two positions that had not been filled at the May election. Each applicant was interviewed and given the opportunity to ask questions of the council. It was decided to offer posts to Mrs E. Jones and Mrs L. Fraser. The new members will be co-opted at the next meeting.

The clerk was instructed to book speed monitoring signs for School Road and Church Road.

Under the terms of the Trust Constitution, Cllr Cullen was due to retire. He confirmed that he would agree to be re-appointed. He was elected to serve as a trustee for a further four years.

Members were advised that the Government proposes to remove the licensing requirement for village halls and similar community buildings.

The balance of all accounts at September 5, was 15,940.54. Bank statements were produced for inspection. The following invoices were approved: Mrs A. Williams, completion of internal audit for accounts 2006/07, 30; T.S.L.V.C., play area grant, half year, 420; User One SBS Ltd, website registration and transfer fees, 70.50; West Norfolk Council, waste disposal, dog bins, 49.03; Mrs M. Sawyer, salary and expenses, 863.99. The following regular payments were approved: MHB Services Ltd, footway lights maintenance for quarter, 119.64; Public Works Loans Board, loan repayment, 2294.11.

It was reported that a residential caravan had been moved onto School Farm land and it was being lived in while a new dwelling was being built. Planning enforcement will be asked to take any action needed if planning permission is required.

It was reported that the railings near Salgate Barns had still not been repaired. The clerk is to chase this up. Missing warning signs at Gravel Bank, the Church Road flyover and T-junction will be reported to highways, as will missing village name signs from School Road, Fen End and High Road, Islington.

A councillor commented that there are too many advertising boards. As the boards are on private property it was agreed to contact the company concerned.

It was reported that gullies become blocked when the verges are cut and the grass cuttings are left behind. The chairman commented that the road-sweeper had recently visited, the clerk will request another visit. It was reported that the village sign had been damaged again and the arms of the figures broken. The chairman said that he will tidy it up.

There was no progress to report with regard to Old Brickyards Land. The chairman was handed the file of correspondence between the council and the solicitor acting for the council, to make a decision on the next course of action.

The vice-chairman informed the group that he had persuaded a local young lady to design a new parish council website. Payment of approximately 300 was approved. The clerk will follow this up.
