Plans for a new home have been opposed by council officials who say the site does not offer adequate public transport links to services in Swaffham.
An outline application to build a new bungalow on Station Road, Holme Hale, is due to be considered by the Breckland Council planning committee when it meets in Dereham on Monday.
But, ahead of the meeting, officials have recommended that the application is rejected.
Their report said the site did not provide suitable vehicle access or meet planning guidelines for adequate alternative transport provision to the private car to access services in either Swaffham or nearby Necton.
However, officials do concede the plan meets economic considerations within the rules.
