With reference to David Fleming’s remarks, he is obviously correct to say that an extra 400 prison officers will make little difference given the previous huge cuts to prison staffing.

The number of suicides, assaults between inmates and on staff have increased markedly. We should be sceptical of the scope for the prison system to reform offenders.

The UK needs to copy the much lower rate of imprisonment in Germany, about half of ours. Such a change would release valuable resources for education departments in prison and supervision in the community.

Unfortunately, the major political parties seem incapable of bringing about sensible, cost-effective criminal justice policies and have joined a race to the bottom to secure popularity with the electorate. I am not so sure that the public wish to lock up thousands of offenders who are no risk to the public.
