CCTV cameras in the village hall car park had recorded several anti-social behaviour incidents and the culprits in some cases had been identified to the police who had taken appropriate action.
The football club is now considering installing a camera to cover the storage unit at the side of the hall that was not currently included in the surveillance scheme.

The chairman reported that he had had no success with regard to cones being placed outside the shop on St Johns Road. He had been informed by the police that cones were not permitted unless a risk assessment had been carried out. Yellow lines were also not viable as the legislation needed was too expensive. Cllr Jones agreed to discuss alternative measures with PC Newnes.

There was discussion over the unsatisfactory response available from the police 0845 telephone number. Cllr Jones will report this problem at the next Safer Neighbourhood Team meeting.

Bank statements were produced showing a total balance of £14,083.03 as at October 1.

The following were approved for payment: MHB Services, repairs to footway lights not covered by maintenance contract, £76.38; NCS, playing field maintenance contract, £928.01; Kevin Day, manufacture and installation of new notice board at Tilney St Lawrence, £553; Mrs M. Sawyer, salary and expenses for September £319.45; Web Mania, website domain name charges, £29.36; SM Web Design, website hosting annual charge, £150; MHB Services Ltd, footway lights maintenance for October £119.74; e-on Energy, footway lights power supply, September, £106.04.

The following planning applications were approved: Chestnut Farm, 95 School Road, dwelling following demolition of existing fire-damaged dwelling, Mr D. Peterson; 37 School Road, extension to bungalow, Mr T. Dover.

It was reported that a resident of a dwelling on Badgers Row had carried out research and discovered that the historical name of the cottages was Bagges Row, however, some residents preferred the name Badgers Row. The road naming officer at the borough council had been advised.

Cllr D. Jones advised that surveys along High Road, Tilney-cum-Islington, had shown little or no speeding. Patrols and checks will continue.

There was discussion on the likelihood of having the 30mph speed limit extended. The chairman explained that the speed limit was enforcable due to the footway lights and any extension beyond the lights would need a Road Traffic Act. He doubted, in view of the result of recent random speed checks, that the highways authority would consider the expense justifiable. He agreed to take a drive along the road to observe and evaluate the problem.

The council received an update on the amalgamation of the governors of three local schools.

Members were advised that the Monday evening hire of the village hall had ceased and parish council meetings would revert back to the first Monday of the month.

The clerk confirmed that the manufacturer had been advised of the amended requirements for the Islington village sign. There is still no date for collection of the signs. The chairman asked the clerk to try to get a firm date from the company and let him know if there were any problems.

Members were advised that Mr Burt had agreed to another year's lease of the land on the same terms. His new lease had been completed and countersigned by the chairman.

Before the meeting ended, Police Community Support Officer Lorraine arrived. He gave an update on events in the village over the past month. He took note of items raised in police matters earlier in the evening.
