Access dispute over Whittington chalet plan

Plans to build a new chalet bungalow in a West Norfolk village should be blocked because of concerns over road links to the site, according to planning officers.

The scheme for land adjacent to 27 Church Lane, Whittington is due to be considered by West Norfolk Council’s planning committee when it meets in Lynn on Monday.

But officials have recommended that the application for a new chalet bungalow, submitted by Mervyn Douglas, is refused on access grounds.

Documents submitted on his behalf to the council, which are summarised in officers’ report to the committee, argued that the plan would not have a major impact on the road network.

But county Highways officers say that both the access point to the site and an unclassified road leading to it are inadequate.

They said: “The proposal, if permitted, would be likely to give rise to conditions detrimental to highway safety.”
