Outline proposals for 20 new homes in Downham have been submitted.
Applicant Rita Cornelius is seeking permission for the development on land to the rear of 118 and 118A Bexwell Road.
Documents submitted to West Norfolk Council as part of the application say the land was bought by Grosvenor Homes in 2004 with the intention to develop it for housing.
But the latest plan comes after a judge deemed the authority did not have an adequate housing land supply earlier this year.
The documents add: “Grosvenor Homes believes the development is an appropriate use of this site and the scheme should be given serious consideration in the light of the need to presume in favour of sustainable development where a housing supply shortfall exists.”
